William E. Ruck, PE, PS, Little Rock, Arkansas
Bill graduated from the University of Arkansas at Fayetteville in 1974 with a BS in Civil Engineering. He has been a Professional Engineer in Arkansas since 1979, and also holds PE registration in New Mexico. He has been a Professional Surveyor in Arkansas since 1980, and also holds PS registrations in Tennessee and Mississippi.
He has worked for Garver Engineers (Little Rock) since 1976, and is presently an Associate (owner) in the role of Sr. Project Manager. The focus of his practice has been in the areas of land development, utilities, transportation, and land surveying.
He is married and has three children. His family attends The Summit Church in North Little Rock, and he enjoys duck hunting, bass fishing, water skiing, 5K running.
Bill is the Dual-Registrant Member of the Board, appointed in 2005. He is currently serving as President of the Board and is a member of the Surveyor Interview Committee and Complaint Committee. His term on the Board will expire in 2009. |

Frank Vozel, PE, Little Rock, Arkansas
Frank graduated from the University of Arkansas at Fayetteville in 1970 with a BS in Civil Engineering. He has been a Professional Engineer since 1975.
Upon graduation, he went to work for the Arkansas State Highway and Transportation Department in the Traffic Division. Since that time he has held the positions of Section Head of the Highway Safety and Traffic Engineering Sections, Assistant Division Head of the Traffic Division, Division Head of the Programs and Contracts Division, Assistant Chief Engineer – Planning, and Assistant to the Director and finally in December of 2006, he was promoted to his current position as Deputy Director and Chief Engineer.
He is involved in thoroughbred horse racing, and enjoys hunting and fishing.
Frank is an Engineer Member of the Board, appointed in 2006 and is currently serving as Vice-President of the Board. His term on the Board will expire in 2011 |

Ivan L. Hoffman, Jr, PS, Van Buren, Arkansas
Ivan has over 43 years of surveying experience. He became a Professional Surveyor in Arkansas in 1973, and also holds registration in Oklahoma and Missouri. He has been the president of Hoffman & Associates, Inc. since 1978.
He is a Fellow of the American Congress on Surveying and Mapping, a member of the Arkansas, Oklahoma and Missouri Surveying Societies, a member of the National Society of Professional Surveyors and is currently a member of the National Council of Examiners for Engineers and Surveyors (NCEES), Examinations for Professional Surveyors (EPS) Committee, and Sub-Chairmen of the Item Bank Committee of the EPS Committee.
He is also active in the Arkansas Society of Professional Surveyors, where he has been past President and Legislative Chairman of the Society, as well as a frequent course instructor for the organization's continuing education efforts.
Ivan is the Surveyor Member of the Board, appointed in 2002. He served as Vice-President of the Board in 2004-2005, and President in 2005-2006. His term on the Board will expire in 2010. |

Tommy R. Bond, PE, PS, Jacksonville, Arkansas
Tommy graduated from the University of Arkansas at Fayetteville in 1961 with a BS in Civil Engineering. He has been a Professional Engineer since 1965, and a Professional Surveyor since 1967.
In 1966, Tommy founded Bond Consulting Engineers, Inc. He is also a Past-President (1979) of ACEC of Arkansas, Past-President (1991) of the Associated General Contractors of Arkansas, and was Surveyor of the Year for the Arkansas Society of Professional Surveyors in 1975. In 1981, he became a charter member of the Arkansas Academy of Civil Engineers.
He enjoys hunting fishing, and spending as much time as he can spare at his Greer's Ferry get-away.
Tommy is an Engineer Member of the Board, appointed in 2007. His term on the Board will expire in 2011. |

H. James Engstrom, III, PE, Little Rock, Arkansas
Jim graduated from Columbia University in New York in 1965 with a BA, in 1966 with a BS in Civil Engineering, and in 1967 with an MS in Structural Engineering. He has also completed post-graduate studies at the University of California-Berkley. He serves on the Arkansas State Building Code Committee and the Governor's Earthquake Council. He became a Professional Engineer in Arkansas in 1970, and holds registration in eleven other states.
He has been the president and owner of H. James Engstrom & Associates, Inc. since 1971. This firm delivers specialized experience in structural engineering design, seismic and dynamic analysis and design, project management, contract administration, construction inspection and other construction services.
His outside interests include community service, hunting, fishing and golf.
Jim is an Engineer Member of the Board, appointed in 1993. He is the longest current-serving member. His term on the Board will expire in 2009. |

Robert D. Holloway, PE, PS, Maumelle, Arkansas
Bob graduated from the University of Arkansas in 1961 with a BS in Civil Engineering. He has 33 hours of graduate work at the University of Arkansas-Graduate Institute of Technology, consisting of courses in open channel flow, and industrial water resources and advanced courses in soil, reinforced concrete design, and wastewater treatment. He has also completed 3 hours of textile engineering from Auburn University. He has over 60 hours of continuing education credit in the field of environmental engineering, including wetlands delineation, and design of mitigation facilities. In Arkansas he became a Professional Engineer in 1966, and a Professional Surveyor in 1967 and he also holds registrations in multiple other states.
He has been the president and owner of The Holloway Firm since 1966. This firm practices civil and environmental engineering and he has been a consultant to the West Virginia Turnpike Authority for the development of a “Horse Park”. He also has been the Editor of the “Arkansas Engineer” magazine and the president of Arkansas Branch of the American Society of Civil Engineers. He is also registered with The Environmental Assessment Association (#6035 CEI).
Other than engineering, Bob’s passion is owning and showing Tennessee Walking Horses including riding his Bay Gelding to a Reserve World Championship in 2007! He is married to Paula Holloway and they have 11 grandchildren.
Bob is an Engineer Member of the Board, appointed in 2008. His term on the Board will expire in 2012.

Woodrow Turner, Tuckerman, Arkansas
Woodrow is a career federal service worker, retired from the US Postal Service. He is currently the owner and operator of the Tuckerman Motel, in Tuckerman, AR.
He enjoys traveling with his wife.
Woodrow is a Consumer Member of the Board, appointed in 1998. He also serves on the Complaint Committee of the Board. His term on the Board will expire in 2010. |
