Summary of Changes

TEA policy 3600-3640, Welfare-to-Work Grant Program, has been revised in accordance with changes in the federal law. References to Private Industry Councils (PIC) have been changed to Workforce Investment Board (WIB) throughout the entire section.

TEA 3610, Hard-to-Employ 70 % Group, has been revised as follows:

TEA 3615, Long-Term Dependency Characteristics 30% Group, has been revised as follows:

TEA 3621 has been revised to delete information on the referral process for non-custodial parents. The Office of Child Support Enforcement will now make the eligibility determination and referral to WtW. Information on custodial parents whose income is below the 100% Federal Poverty Level has been added to this section.

TEA 3625 has been revised to include Pre-employment and Vocational Education and Job Training as WtW work activities. The sentence stating education and training activities were only available as post-employment services has been deleted.

Form DCO-1426, Welfare-to-Work Eligibility Certification, has been revised in accordance with the changes. The form will be issued to the Income Maintenance Forms Manual and an initial supply will be sent to each county office.

An Appendix, Welfare-to-Work Competitive Grantees, has been added to provide information on the counties these agencies serve as well as the contact persons, addresses and telephone numbers.
