Summary of Changes
The major changes to ARKids policy includes:
Accepting self-declaration of Age if the child has a Social Security number.
Incorporating necessary U-18 policy into the ARKids policy, effectively eliminating the U-18 policy. Children who are eligible under U-18 No Grant or U-18 Exceptional should no longer be certified in those categories, but be certified in ARKids A. Children will continue to be certified in the U-18 Spend Down category if appropriate. (Note: The references to the MS 6000 section under Medically Needy policy at MS 7340 #2 should be changed with pen and ink to MS 16047 – 16048 and MS 16071 – 16072.)
Newborn policy has been changed to allow Newborns to transition at the end of the year of coverage to a regular ARKids category. Effective the end of April, Newborns in the 10th month will be sent a system-generated DCO-975, ARKids Renewal Notice. If returned, the caseworker will determine if eligibility will exist for the child in ARKids A or B, and if so, open the child in the appropriate category.
The following is a section by section summary of the changes:
| MS 16020 | Correction: The sentence that read, “There is no co-pay for dental services.”, was changed to, “There is no co-pay for dental checkups.” |
| MS 16040 #1 | The requirement for proof of age is deleted. |
| MS 16040 #6 | Clarification added that referral to OCC is mandatory for court-ordered children. |
| MS 16047 | A new section is added replicating U-18 policy at MS 6270. |
| MS 16048 | A new section is added replicating U-18 policy at MS 6275. |
| MS 16070 | References to the DCO-95, DCO-180 and Age verification requirement are deleted. |
| MS 16071 | New section: U-18 policy from MS 6130 concerning applications of emancipated minors is added. |
| MS 16072 | New section: U-18 policy from MS 6130 concerning applications made on behalf of institutionalized children is added. |
| MS 16073 | Section entitled: Completion of Forms During Eligibility Determination is renumbered from 16072. Reference to DCO-191 is added. |
| MS 16075 | Procedures are added to this section concerning accepting self-declaration of the child’s age as long as the applicant provides a Social Security number for the child. |
| MS 16077 | Verification of age requirement is deleted. |
| MS 16135 | Procedures from MS 6420.1 concerning transferring to a facility in another county or state is added to this section. |
| MS 16150 | References to Food Stamp Quarterly Reports is changed to Semi-Annual Reports. |
| MS 16230 – 16235 | New procedures added concerning reevaluations of Newborn cases. The system will generate DCO-975s during the tenth month. If the casehead returns the form, and child is otherwise eligible, the child will be opened in a regular ARKids category. |
