Pardon our Progress
This is another in a series of issuances to
the Medical Services Policy Manual under the new format. To make the
manual more user-friendly, we have reformatted the pages and are in the
process of reorganizing the manual. When completed, the manual will be
comprised of four distinct sections:
1000 through 9000 will contain general
Medicaid information that applies to all categories.
10000 through 19000 will contain
information regarding Medicaid for families.
20000 through 29000 will contain
information regarding Medicaid for the Aged, Blind and Disabled.
Summary of Changes
The policy for QMB, SMB, QI-1 and QI-2 has
been merged into one policy under MS 23100 through MS 23165.
A mail-in application (DCO-808) will be
accepted for categories QMB, SMB, QI-1 and QI-2.
Self-declaration of all eligibility points for
QMB, SMB, QI-1 and QI-2 will be accepted except:
A SSA Query will always be made to verify SSA
income and the Medicare Claim Number.
Alien status for all non-citizens must be
documented.
A general update has been made to delete
references to the ACES system and delete references to forms that will
become obsolete with ANSWER. Counties should continue to use the DCO-707 and
DCO-769 until they go live under ANSWER
QDWI policy is also being re-issued with
general updates. Please note that anyone eligible for QDWI is eligible for
full benefits (including the Part A premium) under the new Working Disabled
category. The QDWI category, from a practical standpoint, is obsolete
because of Working Disabled. QDWI is being retained in policy because it is
a federally mandated category.
