The Division of Behavioral
Health Service is one of the eleven major divisions and four offices
within the Arkansas Department of Human Services. The Division of
Behavioral Health Services is responsible for ensuring the provision
of public mental health and substance abuse treatment/prevention
services throughout the State of Arkansas.
Community-based mental
health services for both adults and children are provided statewide
through contractual arrangements with fourteen private, non-profit
community mental health centers (CMHCs), their affiliates, and three
specialty mental health clinics focused on adults with the most
challenging service needs. Each CMHC serves a designated geographic
catchment area and among the 14 CMHCs all 75 counties of the state
are served. The Division also sets standards for and certifies
organizations as being eligible to be providers of Medicaid-funded
Rehabilitation Services for Persons with Mental Illness (RSPMI).
Community-based substance
abuse treatment/prevention services are provided through a myriad of
provider organizations. Treatment providers cover several counties
in their geographic catchment areas. Services provided include
detoxification, residential treatment, outpatient treatment,
services for adolescents, specialized women services, case
management and medication management. All programs providing
treatment services are required to be licensed through the Office of
Alcohol and Drug Abuse Prevention. There are currently 52 licensed
providers statewide.
To assist schools and
communities with their prevention assessment and planning processes,
the Office of Alcohol and Drug Abuse Prevention (OADAP) Prevention
Services Section provides funding for the Arkansas Prevention Needs
Assessment (APNA) and the Archival Risk Factors (ARF). Prevention
Services funds thirteen Regional Prevention Resource Centers (PRCs)
that provide prevention information, technical assistance, and
guidance for community mobilization efforts. Each PRC serves a
designated geographic region resulting in coverage of all 75
counties.
The Division of Behavioral
Health Services is responsible for the operation of two institutions
-the Arkansas State Hospital (ASH) located in Little Rock and the
Arkansas Health Center (AHC), formerly known as the Benton Services
Center. The Arkansas State Hospital is a 230 bed inpatient
psychiatric treatment facility that includes 90 adult acute
inpatient beds, 88 adult forensic beds, 18 adolescent acute beds, 18
adolescent sex offender beds and 16 adolescent dual diagnosis
(Mental Illness/Developmental Disability) beds. The Arkansas Health
Center is a 320-bed long-term care psychiatric nursing facility
which serves the needs of Arkansans with disabilities that require
specialized nursing services and programs not generally available
through community nursing homes.
