Thomas G. Rife
Tom Rife, 209 Northwest “A” Street, Bentonville, AR 72712. (479) 273-7406. Term expires 1/15/2011, eligible for reappointment. A certified general appraiser since 1992, he currently practices in Bentonville and the majority of his work is of a commercial nature. Rife was Chairman of the Board of the Bentonville/Bella Vista Chamber of Commerce and has 16 years of experience as a member of the City of Bentonville’s Planning Commission. He is a founding member of the Living Waters United Methodist Church. Currently, Rife serves on the Board of Directors of the Benton County Habitat for Humanity. He is married to Donna Tipton Rife and they have three children and five grandchildren. |

James W. Foster

He is a Certified General Appraiser (Arkansas certified 1992) and currently is Senior Forester at Kingwood Forestry Services, Inc., a regional forestry consulting firm. He is an Arkansas licensed real estate broker since 1975, past president of Kingwood Forestry, and serves on the Board of Directors of the Arkansas Forestry Association. He is a member of The Association of Consulting Foresters of America and the Society of American Foresters (Elected Fellow in 2008). His professional practice is limited to commercial and recreational timberland in a seven state regional area. He is married to Judy Foster and they have one adult daughter. He served as an officer in the US Navy from 1966-1969. |

Burney Lightle
P. O. Box 370, Searcy, Arkansas 72145; (501) 268-8741; Term expires 2012 and is eligible for reappointment holding the board seat reserved for a senior citizen. He is a certified general practicing appraiser with offices in Searcy and Memphis. He received his MAI designation from the Appraisal Institute in May 2005 and has served two-years as President of the Arkansas Chapter. In addition to the Appraisal Institute, he is active in the American Society of Farm Managers & Rural Appraisers. He has also been active on several boards and civic organizations during his business career in Searcy. He graduated in 1971 from the University of Central Arkansas and is a member of Searcy’s First United Methodist Church. His wife of 37 years, Kristin, is a teacher at Searcy High School and they have a son, who is in partnership with his Dad, and a daughter and three grandchildren.

Dwight L. Brown

Also licensed in Mississippi and Louisiana where he performs farm and recreational land appraisals. Candidate member of American Society of Farm Managers and Rural Appraisers. Married with 5 grown daughters and 6 grandchildren. Active in First United Methodist Church in Wynne. |

Robert Costner
7204 South Q Street, Fort Smith, AR 72903. (479) 788-4245. Term expires 1/15/2012 and is eligible for re-appointment. He has been a Certified General appraiser in Arkansas and Oklahoma since 1992 and an SRA since 1989. Vice-President of Realty Appraisal, Inc., a company owned by First Bank Corp. of Fort Smith. He graduated in 1974 from Ouachita Baptist University with a B.A. in Business. He and his wife, Marsha, have two sons and one grandson. He has been a Boy Scott troop leader for many years and an active member of Grand Avenue Baptist Church.

Rick Mahan
Rick Mahan – 320 S. College St., Mountain Home, AR, 72653. (870) 425-3121. Term expires 1/15/2012 and is eligible for reappointment. He has been a Certified General appraiser since 1992 and operates Mahan Real Estate Appraisal, Inc. in Mountain Home. His goal for serving on the Board is to enhance the appraisal profession with common sense solutions to the issues that are presented to the Board and by keeping in mind not only the protection of the public but also the appraiser. He and his wife Letha have 8 grandchildren by their two sons, Brook who is a Certified Residential appraiser working with his Dad, and Benji, a high school algebra teacher in Bentonville.

B.A. McIntosh
B.A. McIntosh, 12615 St. Charles Blvd, Little Rock, AR 72211. (501) 375-1479. Term expires 1/15/2011 and is eligible for reappointment. He is a Certified General appraiser and held the office of Pulaski County Assessor for twenty years retiring from that position in 2000. He currently works for Affiliated Real Estate Appraisers. He was the Charter President of the IAAO Chapter in Arkansas and is a Board member of the Arkansas Appraisers’ Association and the Vice-President of the Arkansas Appraisal Foundation. He is married to Beverly McIntosh and they have one son, Alex. |

Shirley A. Pearce

1/15/2013. Not eligible for reappointment. Ms. Pearce is the Consumer Representative on the Board. She is the owner of DeQueen Abstract
Company, Inc. since 1998 and prior to that worked in the title business for
22 years. She and her husband also own DeQueen Home Health Agency and DQHHA Equipment Company. She serves on the Sevier County
Equalization Board; The Board of Visitors for the Cossatot Community
College of the University of Arkansas; President of the DeQueen Rotary
Club and past president of the DeQueen/Sevier County Chamber of
Commerce. She is an active member of Memorial Baptist Church in
DeQueen. She and her husband have three grown children and seven
grandchildren. |

Rhona Weaver
20 Pebble Beach Drive, Little Rock, AR 72212; (501) 224-0034. Term expires 1/15/2012 and is eligible for reappointment. Rhona, a certified general appraiser, owns Weaver & Associates and primarily focuses on Mid-South agricultural and transitional lands, hunting clubs, wetlands, corn, soybean and rice mills, etc. She holds an MAI designation with the Appraisal Institute. She graduated from the University of Arkansas with a Bachelor degree in pre-law and a Master of Science degree in agriculture. In 1991, she founded The Shepherd’s Ranch Ministry for at-risk rural and inner city children. She was selected as one of the Top 100 Women in Arkansas for several years and has received many awards. She is married to Bill Temple, a retired FBI agent and they have two grown sons. She is an active member of Asbury United Methodist Church. |

William C. Neal

He has been in the banking business since 1983 and currently is Vice-President with Regions Bank since 2002. Received his accounting degree from Mississippi State University at Starkville in 1970. He has spent 17 years as a unit leader for the Boy Scouts until retiring recently but still remains on the organization’s Council Executive Board. He and his wife, Pam, have four children. |
