CONTINUING EDUCATION REQUIREMENTS
FOR PSYCHOLOGISTS AND PSYCHOLOGICAL EXAMINERS
LICENSED IN ARKANSAS

In keeping with the ethical obligation of Psychologists and Psychological Examiners to remain current in their practices, the Board proposes to define minimum requirements for continuing education which, effective 1994, licensees must meet in order to renew their licensed to practice psychology in the State of Arkansas:

1. Requirements
Each licensee must submit satisfactory evidence of completion of a minimum of 40 hours of continuing education activity during the defined previous biennium. The defined biennium begin with the years of January 1, 1994 through December 31, 1995. (Thus, a biennium begins on even-numbered years). For this purpose, the Board recognizes a general category of continuing education activities and allows licensees to distribute activities among the following:

GENERAL CONTINUING EDUCATION ACTIVITIES

Acceptable are professionally relevant activities in formal settings, to include:

a. Any educational experience approved by APA.

b. Collaborative study with a psychologist(s) which involves supervised
                 independent study and/or training. This activity may include supervision
                 related activities for a maximum of 10 clock/contact hours per year if
                 specific training goals are clearly documented. Licensees must be able
                 to document training goals for such study activities.

Also acceptable are experiences which are of demonstrable professional benefit to the licensee. These would include:

a. Workshops provided by a qualified professional from state and
                 nationally recognized training programs, i.e., the American Medical
                Association, the National Association of Social Workers, the
                Association for Counseling Development, etc. Training must be provided
                by a qualified professional.

b. In-service training programs related to the practice of psychology.

c. Formal academic course work related to the development or
                 maintenance of skills related to the practice of psychology. These must
                 be offered by regionally accredited academic institutions. Both
                 undergraduate and graduate course work will be acceptable. A
                 maximum of 20 hours per course is allowed.

d. Documentation of teaching a new course or publishing an article, book,
or monograph in an area of behavioral science.

e. Presentation at a first-time poster session, workshop, or in service
                 training at the local, state, or national level. Preparation time required for
                 such presentations may be included. Preparation time allowed is two
                 hours for each one hour presentation.

f. Training related to upgrading or maintaining skills in the mental health field
(e.g., development or application of computer software). Prior approval
from the Board is required for these professional training experiences.

Activities that are not acceptable for meeting the continuing education requirements include:

a. Supervision where required for routine licensure purposes.

b. Reading books or journal articles, except for Board- approved
accredited home study programs having examination and certificate of
completion.

c. The Board reserves the right to determine whether any particular CE
experience meets Board standards.

Exception to the continuing education requirement: The continuing education requirement for the previous year will be waived for individuals who have been licensed in Arkansas less than (1) calendar year on January 31^st, the due date for continuing education submission to the Board. Thus, individuals licensed after January 31^st of even-numbered years must submit 20 hours of continuing education hours for the initial defined biennium.

B. MECHANISM OF IMPLEMENTATION

Documentation requirements: It is the responsibility of the licensee to provide the Board with acceptable documentation of CE activities upon request. Acceptable documentation includes certificates of attendance, transcripts, and similar official documentation.

a. No later than January 31^st following each biennium, each licensee will
                 be required to provide the Board with a list of CE activities of the
                 previous calendar years; {January-December} this allows appropriate
                 review prior to license renewals on or before June 30^th . The Board
                 shall charge a fee of $50.00 for delinquent CE submission after January
                 31st of the required biennium.

1. Nature of the activity, to include course or workshop title if
applicable,

2. Dates and numbers of clock hours (if reporting continuing education units{CEU’s}, indication of the actual number of
clock/contact hours should be made: 1 clock hour equals 60 minutes),

3. Name and credentials of the provider and the name of the
professional sponsor,

Upon initial review of these materials, to be conducted during the January-April period, the Board may make a written request of the licensee to provide additional information or clarification in order to make a decision concerning acceptance of one or more activities claimed; it is the responsibility of licensees to provide such information requested. For all licensees meeting the January 31st submission deadline, initial notification concerning continuing education documentation issues will leave the Board office no later than the end of April to ensure that licensees have ample time to respond prior to licensing renewal time.

b. If the Board has not received acceptable documentation prior to the
                 mailing of renewal notices in May, credits in question will be disallowed.
                An exception may be made if the Board has evidence that the licensee
                has demonstrated a good-faith effort to obtain such documentation.

c. Licenses will be given a period of two (2) years, the defined biennium, to
complete the Continuing Education requirements with an average of
twenty (20) hours per year.

The purpose of this continuing education requirement is to provide for appropriate, ongoing training of licensees in keeping with the spirit of the professional obligations of psychologists and psychological examiners.
